Dear Mr. Parker:
SUBJECT:
RESPONSE TO THE NRC GENERIC LETTER E9-07 " POWER REACTOR SAFEGUARDS CONTINGENCY PLAN!!ING FOR SURFACE VEHICLE BOMBS" PRAIRIE ISLAND NUCLEAR GENERATING PLANT UNIT NOS. 1 AND 2 Generic Letter (GL 89-07) was issued by letter dated April 28, 1989 to all licensees of operating plants, applicants for operating licensees and holder for construction permits requesting that Safeguard Contingency Plan and the associated implementing procedures to be modified in order to protect against radiological sabotage involving a land vehicle bomb. This letter acknowledges receipt of your letter dated November 6,1989 confirning that the Prairie i
Island Safeguard Contingency Plan and implementing procedure have been modified to include the requirements of GL 89-07 involving protection against the potential radiological sabotage involving a land vehicle bomb.
We find that NSP has adequately responded to GL 89-07, although a detail technical-review of the response has not been performed; however this area may be subject to inspection at a later date.
If a subsequent inspection identifies deficiencies in this area the issue will be reopened.
Presently, the staff considers the NSP's response to GL 89-07 complete for the Prairie Island Nuclear Generating Plant Nos. I and 2.
This completes our effort under TAC Nos. 74715 and 74716.
Sincerely, Otignaldgned by Dominic C. Dilanni Project Manager Project Directorate 111-1 Division of Reactor Projects - III, IV, V & Special Projects Office of Nuclear Reactor Regulation aeh ec: Eric J. Leeds ye PM/PD31:0RSP (A)D/PD31:'DRSP
