This letter-forwards-the Final Systematic' Assessment of Licensee Performance

(SALP) Report of the Vermont Yankee Nuclear Power Station for the period July

1, 1988 through September 30, 1989 (Enclosure 1). The Initial SALP Board Re-

port was forwarded to you by our January 8,1990 letter (Enclosure 2).

This

SALP evaluation.was discussed with you and your staff at a meeting held in

Vernon,-Vermont, on January 31, 1990 (See Enclosure 3 for participants).-

We have reviewed your. February 5,-1990 comments (Enclosure 4) on the Initial

' SALP Board Report and acknowledge the improvement ef forts you have outlined.- I

,

-encourage you to continue your efforts in these areas.

After. the evaluation of your comments on- the initial SALP Borrd Report, we made

a minor' change to the Radiological Controls Section (III.B) for the reasons

stated in Enclosure 4.

However, the'SALP rating remains unchanged. With re-

spect to your discussion.of Section III.E, Security, we have the following com-

ments. We applaud your efforts to strengthen the security audit program.

How-

ever, we caution you to be mindful that the commitments contained in your NRC-

approved physical security plan (the Plan), which describe your protective meas-

ures to achieve the NRC's security performance objective, must accurately re-

flect how your program is being ~ implemented. We are concerned that the audit

program you described may result in program modifications that are inconsistent

with the Plan, and thereby, introduce additional confusion in program implemen-

tation and inspection. As stated in our February 14, 1990 letter to you, we

encourage you to examine the overall program and the Plan to ensure that they

incorporate-the objective criteria by which your program can be measured. This

would be of great. benefit to you and us, and we would be happy to discuss this

matter with.you further.

In addition, we welcome a renewal of the effort you

undertook in 1986 to improve communications with us in the area of security.
