' Accountability Project (NEAP) and Thomas J. Saporito, Jr.

.(collectively referred to as "Petitio'ners") requested leave to make a limited appearance statement during the session to be held on March 22, 1990.

Petitioners also requested leave for "any member of NEAP [to] participate at the March 22, 1990 Limited Appearance. Session through this letter of request."

The Applicant objects to this request.

Under 10 CFR S I

2.715, "[a] person who is not a party may.

. make a limited appearance by making an oral or written statement of his position on the issues

. but-he may not otherwise participate in the proceeding."

(Emphasis added).

Petitioners are requesting an l

opportunity to become a party and will have a full opportunity to I

present their position on the issues involved in this proceeding at the prehearing conference to be held on March 23, 1990.
