J (b) Excess Reactivity and Shutdown Marain -- The maximum allowable excess reactivity during. cold, clean (poison-free) operation of the reactor is 0.5%

Ak/k, well below thai, needed for a prompt critical excursion.

The minimum shutdown margin, with the best safety-type rod assumed unavailable, is greater than 0.35% Ak/k.

This shutdown margin is sufficient to shut down tra reactor from any operating condition as demonstrated in the analysis of power transients (l) with appropriate safety system response.

To be conservative, the back-up shutdown reactivity provided by draining the moderator from the L

core tanks has not been included, although the operability of the dump valve is a limiting condition for operation in the Technical Specifications. The L

design of, and operating experience with the control elements give evidence of exceptional reliability in performing their intended function.. The slowest of the the control elements consistently is fu?ly inserted from a completely
