By letter dated January 26, 1990 Pub,lic Service Electric and Gas Company submitted the first of two required responses to the subject generic letter for Hope Creek Generating Station and committed to recommended actions I II, III. and V of GL 89-13. YourresponsesareacceptedasfulfillingthefIrst requirement of the generic letter for these recommended actions.

l However, you stated that you do not intend to perform system verification walk-downs which are part of recommendation IV.

Instead, you stated that as part of your Configuration Baseline Documentation (CBD) Project, walkdowns would be performed only for those situations in which a conflict exists among reference documents or.where uncertainty exists during the preparation of the CBDs (which we take to be reports'on individual design review items). A deviation of field configuration from the reference documents would therefore only be identified in the event of a conflict or an uncertainty.- The staff therefore questions whether PSE&Gs actions are sufficient to provide assurance that the Service Water System will perform its intended function in accordance with-the licensing i

basis for Hope Creek Generating Station. Since you have chosen a course of action which is different from that of the generic letter a justification that the alternate program shows that the heat removal capabi1Ity of the service water system is satisfactory should be documented and retained in appropriate plant records, i
