RESPONSETOBULLETIN89-03(TACNO.75425) i On November 21, 1989, the NRC staff issued Bulletin 89 03 " Potential Loss of Required Shutdown 14argin During Refueling Operations." The bulletin requested that all PWR licensees and PWR construction permit holders take the actions described in the bulletin to ensure that an adequate shutdown margin is 1

maintained during all refueling operations.

By letter dated January 24, 1990, you responded to Bulletin 89 03 which indicated that programs will be implemented prior to beginning fuel movement during the 1990 Refueling Outage (initiated on February 18,1990)to 1

address all three actions described in the bulletin. Therefore, the staff considers your response to Bulletin 89-03 to be satisfactory and TAC No. 75425 to be closed.
