Gentlemen Subjects Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request No. 185 24 Honth Cycle Surveillance Extensions Pursuant to 10CFR50.90, GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station (OCNGS), Provisional Operating License No. DPR-16, requests a change to Appendix A of that license.
The attached Technical Specification Change Request proposes to revise the Technical Specifications to accommodate implementation of a 21 month operating cycle with a 3 month outage, or a 24 month plant refueling cycle.
The attachment provides justification to support the proposed Technical Specification revisions.
In addition, justification to support = extension of each of the affected individual surveillances from the current refueling F:
interval duration of a maximum of 20 months to 24 months is provided; since these individual surveillances are affected by the proposed change to the refueling outage definition.. Evaluation of some equipment and system operating
-and-surveillance histories is ongoing. This Technical Specification Change Request addresses those Technical Specification revisions and equipment or i-
. system surveillance extensions for which this evaluation has been completed to date.
This Technical Specification Change Request also proposes to specify a 20 month interval, which is the existing refueling outage definition, for those surveillances currently specified on a refueling outage basis that have not yet been evaluated.
This will allow issuance of an amendment extending those sursaillances justified herein, including the definition of refueling outage, while maintaining the current 20 month interval for those surveillances still being reviewed.
'An additional Technical Specification Change Request will be submitted to addre'ss the additional Technical Specification changes and equipment system surveillance extensions necessary to accommodate implementation of the 24-month operating cycle.

PAGE 2 The existing surveillance interval for several Technical Specification requirements will expire prior to the currently scheduled 13R refueling outage date. These Technical Specification items are specifically identified in Section 4.0 of the Attachment. Priority review of these items is requested and issuance of a partial amendment approving extension may be needed to avoid an emergency Technical Specification Change Request.
This change request has been reviewed in accordance with Section 6.5 of the OCNGS Technical Specifications, and using the standards in 10 CFR 50.92 we have concluded that these proposed changes do not constitute a significant hazards consideration.
Pursuant to 10CFR50.91(b)(1), a copy of this change request has been sent to the State of New Jersey Department of Environmental Protection.
