of this office during the period January 1-31, 1990, of activities authorized

by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear One, Units 1

and 2, and to the discussion of our findings with Mr. N. S..Carns and other

members of your staff at the conclusion of the inspection.

Areas examined during the inspection included followup of events, operational

,

safety verification, surveillence, maintenance and in-office review of licensee

reports. . This report does not include specific inspection followup for any

Diagnostic Evaluation Team findings (reference Diagnostic Evaluation Team

Report issued December 21,1989). Within these areas, the inspection consisted

of selective examination of procedures and representative records, interviews-

.

with personnel, and observations by the inspectors. The findings are documented

i

in the enclosed inspection report.

In addition, it was found that while certain other activities were in violation

,

of NRC requirements, as discussed in Section 4.4 of this report, you had

identified the problems and were taking appropriate corrective actions within a

reasonable period of time. Because the NRC wants to encourage and support

j

licensee. initiative for self-identification and correction of problems, a

Notice of Violation will not be issued on this item.- This action is being

,

taken in accordance with Appendix C, paragraph V.G.1, of the NRC's Rules of

l

Practice," Part 2. Title 10, Code of Federal Regulations.

An unresolved item is identified in Section 4.1 of this report regarding the

adequacy of licensee administrative controls for operator use of uncontrolled

l

information and deviation from procedures,

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

Section 3.0 of the enclosed report.
