50-328 SEQUOYAH NUCLEAR PLANT (SQN) - EAGLE 21 UPGRADE TO SQN REACTOR PROTECTION SYSTEM (RPS)

Enclosed for the staff's review is the Westinghouse Electric Corporation's Topical Report, " Eagle 21 Microprocessor-Based Process. Protection System."

This report is provided in both proprietary (WCAP-12374) and nonproprietary (WCAP-12375) versions.

SQN wlil be upgrading the RPS of Units 1 and 2 during their respective Cycle 4 refueling outages by replacing the analog Foxboro H-Line hardware currently in use with the Westinghouse Eagle 21 digital system. Because the Eagle 21 topical report is generic in nature, it must be noted that the contact input

nodules, discussed in Section 3.P.2, are not used in the SQN Eagle 21 i

application.

The upgrade at SQN will utilize the same technology as that used at Watts Bar Nuclear Plant (WBN) in support of their elimination of the WBN reactor coolant system resistance temperature detector bypass manifold.

The l

software and its verification and validation are broader in scope than WBN's I

because all of the SQN analog process racks are being replaced with digital equipment.

information on equipment qualification, software verification and validation, and postinstallation testing, Technical speclfication changes reflecting the Eagle 21 upgrade were submitted by a separate cover letter dated January 24. 1990.

Because the enclosure contains information proprietary to Westinghouse, it is supported by an affidavit signed by Westinghouse, the owner of the information.

The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addressas with-specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.
