. On May 17 and 18, 1989, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC..These meetings are-

-conducted biannually to focus NRC resources on those plants and. issues of

. greatest safety-significance. At this meeting, the Fermi facility was categorized as requiring no further NRC special attention beyond routine monitoring consistent with your performance.

EA summary of NRC discussions held relating to Fermi is provided below:

l Detroit-Edison Company continued to make progress in developing and implementing programs-to improve the performance of the Fermi 2 Nuclear Power Plant. Additional staff with nuclear experience has been recruited and placed in key line supervisor and management positions. The effectiveness of the top management team continues to improve. Both the NRC and Detroit Edison's' performance indicators as well as the SALP category ratings have improved. On the other hand Aome weaknesses and

. concerns still exist which demand continuing manage;nent attention. These include optimization of the preventive maintenance program, outage planning, L

spare parts availability, and engineering evaluations. Overall the management'and operation of Fermi 2 continues to ig rove.and we have

reasonable confidence that the improvement will continue. Detroit Edison management needs to assure that neither management nor staff become complacent about safety.

cAn NRC Commission meeting open to the public has been scheduled for June 1, 1989, to review the results of-the latest meeting of NRC managers.
