Dear Mr. Paquette:

On May 17 and 18. 1989, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC. These meetings are con-ducted biannually to focus NRC resources on those plants and issues of greatest t

' safety significance. Peach Bottom was previously categorized as requiring substantial improvement. The NRC notes that Unit 2 has been successfully restarted and o>erational performance to date has been generally satisfactory.

Therefore, Peac1 Bottom Unit 2, as well as Unit 3, are now categorized as E

having achieved substantial improvement but still requiring close monitoring.

A summary of NRC discussions held relating to Peach Bottom is provided below:

Significant events since NRC management's December'1988 meeting were

. reviewed including completion of the Philadelphia Electric Company's scif-assessment of readiness for startup and the NRC staff's Integrated Assessment Team Inspection (IATI). The IATI was observed by representatives of Mgryland'and Pennsylvania. The Commission approved a phased release from the~ shutdown order for the Peach Bottom Station on April 17, 1989.

Unit 2 went critical on April'27, 1989. NRC has had expanded inspection

, coverage throughout the restart and startup activities. The unit restart iand low power operations have been well controlled, deliberate and cautious.

Corporate and plant management oversight of activities has been effective and: demonstrated a' conservative approach toward operations and plant safety.

Tha new shift managers and other licensed operators have exercised good control over operations.. The startup has proceeded slowly and methodically and the Philadelphia Electric Company has kept NRC well informed of plant-4 activities. The licensee is authorized to take Unit 2 to 35% power.
