Subject: Report Nos.6259/81h 50-260/81-24 and 50-296/81-24
This refers to the routine inspection conducted by Mr. D. L. Andrews of this
office on Septamber 8-11, 1981, of activities authorized by NRC Nos. OPR 33,
DPR-52 and DPR-68 for the Browns Ferry facility and to the discussion of our

findings held with Mr. G. F. Stone, Director, Division of Occupational Health and
L
Safety at the conclusion of the inspection. In addition, on September 21, 1981,
Messrs. H. Green, G. Stone, J. Hufhara, E. Webb, L. Mills, H. Abercrombie and J.
Bynum met with Mr. James P. O'Reilly and his staff at the Region II Office in
Atlanta, GA to discuss observations regarding TVA/NRC interface activities
resulting from the Browns Ferry emergency exercise. During this meeting, several
areas requiring improvements by TVA were discussed.
The specific items are

presented in Enclosure 1.
The items in Enclosure 1 were further discussed by
l
telephone en November 4, 1981, between Mr. L. Mills, Manager, Nuclear Regulation
!
and Safety, TVA, and Mr. R. C Lewis of this office. Bcsed on these discussions,
l
it is our undarstanding that these improvements will be completed by January 1,
1982, with the exception of . communication improvenrants which will be completed
by May 1. 1982. You are requested to inform this office t.pon the completion of
each of the items in Enclosure 1.

Areas examined during the inspection and our findings are discussed in ' the
enclosed inspection report.
Within these areas, the inspection consisted of
selective examinations of procedures and representative records, interviews with
personnel, and observations by the inspectors.

Within the scope of this inspection, no violations or deviations were disclosed.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this
letter and the enclosed report will be placed in the NRC's Public Document Room.
If the report contains any information that you believe to be exempt from
disclosure under 10 CFR 9.5(a)(4),'it is .necessary that you:
(a) notify this
office by telephone within ten days from the date of this letter of your
intention to file a request for withholding; and (b) submit within twenty-five
days from the date of this letter a written application to this -office .to
withhold such information. If your receipt of this letter has been delayed such
that less than seven days are available for your review, please notify -this
of fice promptly so that a new due date may be established.

ENCLOSURE 1
IMPROVEMENTS IN TVA EMERGENCY RESPONSE CAPABILITY
The following agreements and commitments were made relative to the following four
L
areas of concern.
1.
Site Emergency Director
TVA agreed to the concept that the Site Emergency Director should be
managing from the Technical Support Center (TSC). However, at present, due
"
to space and communications limitations in the interim TSC, it was agreed
that the Site Emergency Director could best carry out his responsibilities
from the Control Room.
TVA will initiate TSC facility and communications
capability improvements such that by May 1,1982, TVA will relocate the Site
l
Emergency Director to the TSC.
2.
Augmented Management Support Onsite
TVA will revise its Radiological Emergency Plan Implementing Procedures by
i
'
Janu vy 1, 1982, to provide for sending a central office senior management
representative from the Division of Nuclear Power to the site upon activa-
l
tion of the TVA Radiological Emergency Plan for " Site Area" and " General"
emergencies.
Twenty-four hour coverage will ' be provided to cover all
shifts.

3.
Upgraded Technical Support Capability

As described in the TVA Radiological Emergency Plan, -a large resource of
l~
technical manpower is available 'to the Division of Nuclear'Poiter Emergency
2
Center (DNPEC) Director for support of the affected plant.
The DNPEC
Director uses these people to aid the plant. in solving problems as they

arise and develop suggestions to mitigate the effects of the incident. TVA
will revise its Radiologic 1 Emergency Plan -by January 1,1982 to include
provisions for sending selected technical support personnel to the site to
upgrade the technical support capability at the TSC. The nuniber and type of

individuals selected will be determined deperiding on the' nature of the
emergency situation and the support needs of the TSC. Although this upgrade
.
of TSC capability will not be' automatic for every. emergency. situation, .it is
expected that at the " Site Area" and " General" emergency classification -
levels, dispatching of se.lected. technical . support personnel will be-

accomplishad.

In ' addition, .TVA is _ proceeding ' to make available by May 1, .1982, :meteoro-

logical data and dose protection information to the-Site Emergency Director:

through a cognizant individual in the TSC who will follow this area for the
course oflthe emergency. Additionally, TVA will be providing~by January 1,
1982,. status. boards,-. area maps,-an organizational chart, and State'protec-
tive action -information to -the TSC.
The _ overall ? intent. of these' actions
will be to significantly~ upgrade the technical: capabilities in the .TSC.for

site management of Site Area and General-Emergencies.

October 8,1981, a listing of all agreed upon communications needs necessary

for proper interfacing with TVA's emergency organization.
