This refers to the QA Program inspection conducted by Mr. W. E. Foster of this office on December 8-12, 1980, of your facility at Little Rock, Arkansas, associated with the manufacture of small motors and to the discussions of our i
l findings with M.'. W. E. Onyatt at the conclusion of the inspection.
l This inspection was made to confim that, in the areas l'nspected, your QA l
Program is being effectively implemented. The inspection effort is not designed to assure that unique quality requirements imposed by a customer are being implemented; nor to assure that a specific product, component or senice-l provided by you to your customers, is of acceptable quality. As you know, the NRC requires each of its licensees to assume full msponsibility for the

quality of specific products, camponents or senices pmcured from others.
You should therefore not conclude that the NRC's inspection exempts you from inspections by an NRC licensee or his agents nor from taking effective cor-rective action in msponse to their findings.

Areas examined and our findings are discussed in tha enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, inteniews with personnel, and obsenations by the t
inspector.

During the inspection it was found that the implementation of your QA Program failed to meet certain NRC requirements. The specific findings and references to the pertinent requirements am identified in the enclosures to this letter.
The Notice of Violation is sent to you pursuant to the provisions of 10 CFR 2.201. You are required to submit to this office within twenty-five days of the date of this letter, a written statement containing, (1) a description of ye steps that have been or will be taken to correct these items, (2) a descri -
-ro tion of steps that have been or will be taken to prevent mcurrence, and ( )
