Dear Governor Brown:

A and i; Wrh This is in response to your letter of October 30, 1981 those of your legal representatives to Nunzio J. Palladino, Chairman of the Nuclear Regulatory Commission, regarding the recent discovery of errors in seismic design and construction at Diablo Canyon Nuclear Power Plant.

As you know, the Commission on November 19, 1981 suspended PG&E's license to load fuel and conduct low power tests at Diablo, pending completion to the Commission's satisfaction of a seismic reverification program.

The Commission considered your comments in establishing requirements for PG&E's audit and review program, as reflected in the enclosed Commission Order and related letter from the NRC staff to PG&E.
