SAFEGIJARDS CONTINGENCY' PLAN - LA CROSSE BOILING WATER REACTOR Our review of your Safeguards Contingency Plan has identified an inconsistency between your Security Plan and the Contingency Plan. Specifically, during a loss of perimeter lighting, the Security Plan requires deployment of guards to strategic locations that afford full line of sight coverage of the affected perimeter.

On the other hand, the Contingency Plan requires deployment of guards to observation points 1 and 2 during a loss of perimeter lighting.

We have determined that the commitment made in the Contingency ' Plan is inade-quate because it does not ensure a full line of sight coverage of the affected perineter and is, therefore, inconsistent with the conmitnent made in your apcreved Security Plan. Accordingly, you are requested to modify your Contingency Plan as indicated in the enclosure to this letter, which is being withheld from public disclosure in accordance with 10 CFR Section 2.790(d).
