SUPPORTING STATEMENT FOR Export and Import of Nuclear Equipment and Material 10 CFR 110.30-110.33,110.34,110.35(b),110.50(b)(3) 110.50(a)(7)and110.53 Justification The Nuclear-Regulatory Commission (NRC) was authorized by Congress' under the Atomic Energy Act of 1954, as amended, and Title II of the Energy Reorganization Act.of 1974, as amended, to assume responsibility and authority for the export
.and import of _ nuclear equipment and material as listed in Appendix A,10 CFR 110.
Section 110.30 provides that an application for the export of special nuclear material, source material, and byproduct material should be filed on Form NRC 7,.
and an application for the export of nuclear equipment and for all imports should be submitted by letter. Section 110.31 sets forth the general require-ments for contents of an export license application. Additional requirements for contents of an export license application for nuclear equipment are set out in Section 110.32. Additional requirements for contents of an export license application for special nuclear material, source material, and c
byproduct material are set out in Section 110.33. Requirements for contents of an import license application are set out in Section 110.34.
e Applications for the export of special nuclear material, source material, and

byproduct material must be filed on Form NRC 7 in accordance with Section 110.30(b).
The Form NRC 7 burden is calculated under a separate clearance, 3150-0027.
Section 110.35(b) requires that an applicant for a license file an amendment to the original license application whenever there 'is any substantive change in the information described in the application.
Section 110.50(b)(3) requires that a licensee with a specific license shall-promptly return to the Commission any license which has expired or is revoked, unused or partially used and not intended to be used further.
Section 110.50(a)(7) specifies that a licensee authorized to export or import shall notify the Conmission p'romptly if it knows or has reason te believe that the packaging requirements of Part 71 of this chapter have not been met. Action under Part 71 would then be initiated to either approve or disapprove the packaging.

Section 110.53(b) requires that each licensee maintain records concerning its I
exports or imports for.5' years after each export or import, except.that byproduct material records'shall be maintained for 2 years. ' Records include copies of i
licenses, custom papers, freight bills, bills of lading, and correspondence i
2 from NRC.
Each licensee shall. permit:the Commission to~ inspect its records' pertaining to export and import shipments when necessary in order for the NRC to assure compliance with regulations and requirements of the license.
e Applications for licenses filed pursuant to 10 CFR 110.30-110.33.and 110.34 are reviewed by the Commission-staff-to determine whether-the applicant meets the requirements set out in 10~ CFR Part 310.- Following an-affirmative finding,
