NRC ACCEPTANCE OF AMENDED SOUTHERN CALIFORNIA EDIS0N COMPN 1Y
-QUALITY ASSURANCE TOPICAL REPORT The Papay/Haass letter of May 8,1981, submitted Amendment 4 to Southern California Edison's (SCE) topical report, SCE-1-A, " Quality Assurance Program," for staff re-view and approval.
Changes and corrections to Amendment 4 were submitted in the Curran /Conw3y letter dated October 9,1981, Amendment 4 revised the topical report to reflect organizational and programatic changes, commitments to current regula-tory guides, and editorial changes.
Based on our evaluation of the proposed changes described in Amendment 4, we find that your amended topical report continues to meet the criteria of Appendix B to 10 CFR Part 50.
Therefore, your amended topical report is acceptable, and you may implement it upon-issuance of the amendment. We do not intend to repeat our review
. of this topical report when it is referenced in an application unless changes occur in our acceptance criteria.
l-To use the topical report in future license applications, SCE need only reference this topical report in Section 17 of the Safety Analysis Report.
In addition, this QA program may be implemented imediately on all ongoing activities.
In this re-gard, identify in your transmittal letter those nuclear power plants that will be covered by Amendnent 4 to SCE-1-A.
Should regulatory criteria or regulations change such that our conclusions about i
this topical report are invalidated, we will notify you.
You will~be given the opportunity to revise and resubmit it should you so desire.
Programatic changes l
L by SCE to this topical rep' ort are to be submitted to NRC for review prior to imple-i mentation. Organizational changes are to be submitted no later than 30 days after 28,1977,h,M announcement.
Please replace our letter of July 1,1980, and the enclosure to the June letter which was the staff's evaluation of the report through Amendment 1, with
