ilRC ACTI0ftS TAKEN ON OIA's REPORT ENTITLED "Il1 PROVE!!EllTS flEEDED IN COORDINATING THE DEVELOPl!EllT OF RELATED RULES" On September 18, 1980, the Office of Inspector and Auditor (OIA) issued a report which identified a lack of coordination of the developnent of the degraded core cooling and related rules and an interin policy statement designed to improve the overall safety of nuclear power plants.

In this report, OIA recommended that the Executive Director for Operations (ED0) take innediate action to establish the means for assuring effective agency-wide coordination of the development of the rules and the interim policy statement. The EDO commented that an action plan was being developed for the interrelated rulemakings.

Our followup review disclosed that on October 15, 1980, the EDO estab-lished a steering group to coordinate degraded core cooling and related rules and that the steering group greatly improved the program offices' coordination of the related rules.

However, as a result of the merger of the Offices of fluclear Regulatory Research (RES) and Standards Development, the primary responsibility for developing the degraded cooling and related rules now falls within a single line office. This merger greatly reduced the need for a steering group to ensure interoffice coordination of the rulemakings. Therefore, in a flarch 25, 1981, memorandum, the ED0 dissolved the steering group with the submission of its action plan for coordinating the development of the degraded core cooling and related rules. The steering group successfully completed its work by submitting its final report, including the action plan, to the ED0 on April 1, 1981.

the responsibility for developing and coordinating the rulemakings with the Director, RES, and suggested that the Director, RES, use the steering group's plan of action as a foundation to commence his work on the rulemakings.

He believe this sequence of events satisfies our recommendation and, therefore, consider it closed.
