State and local government preparedness capability relative to operation of the. Pilgrim 1 Nuclear Power Reactor.

NRR Item 1 I

Identification of State and local agencies which may have a radiological. response role in the environs of the Pilgrim facility.

OSP:

The principle State agencies involved in Radiological Emergency Response are the Massachusetts Department of Hea.th, Civil Defense and State Police.

Local agencies involved in Radiological Eraurgency Response at Pilgrim are shown in Attachment I which has been extracted from the State plan of 6/3/77.

NRR Item 2 Status of your review and concurrence with the State of Massachusetts radiological emergency response plans.

Identify the source documents which have been reviewed or are under review, and any deficiencies and related " Guide and Checklist" elements which prevent your concurrence.

We particularly ask for the state of compliance with the elements of Section II.A3 and 4 and Section II-J of NUREG 75/111. '

OSP:

The current plan (6/23/77) has not yet been reviewed.

It is anticipated

'that this review will be accomplished during the next few months.

The:

last review (made by ISP staff) was done in 1974 and related to 1973 emergency planning materials.. These have been upgraded, basically inf' line with our broad suggestions made at that time.

The current plan does make reference to agreements with the plant, however, it appears they could be unilateral.

Also, adoption of Protection Action Guides are not app'arent.

Both of these areas will be explored in depth during the review by the involved Federal Regional Advisory Ccmmittee in about June of 1978.

State Programs will provide detailed results of the review to NRR when completed by the Federal Regional Advisory Committee.

NRR. Item 3 Indicate whether,or not these plans are.a coordinated part of the State's general emergency / disaster preparedness plans.

OSP:

The State Radiological Dnergency Response Plan, " Emergency
Response to Nuclear Incidents" 6/23/77, is supplement #6 to the State Compreh~ensive Emergency Plan.

Local plans as well as the State Police annex are integral parts of the 6/23/77 document.

NRR Item 4 I

Indicate any current activities involving either Federal or State initiatives to improve the development of the State response capabilities, and identify impediments, if any, to progress in this area.

S The Civil Defense effo't has very recently acquired a new agency r

Director, and a new Director for the Federal Disaster Assistance Administration grant disas.ter preparedness program.

Although there are minimal funds left (and little res,ults) the go ahead was given by the agency Director'in early January of 1978 to procede with the Radiological Emergency Response Planning effort.

Unfortunately, a few days later the recent winter storm struck, and no time has been applied to it.

A serious reemphasis with respect to Radiological Emergency Response Planning should occur in the-next few months.

In addition to the above courses the State participated in a, joint three State exercise related to the Vermont Yankee Nuclear Power Facility on October 21, 1975.

NRR Item 6 Identification of State and/or local agency emergency response experience, radiological or significant non-radiological, within the past three years.

OSP:

The most significant emergency response activity has been as a result:

of the winter storms of 1977-78.

Prior to that there was the Chelsea fire of 1975 and the severe coastal flooding of 1973.

Each of these events exercised the emergency response capability of the State.

Characterization' of resources for each agency identified in Item 1 above, including manpower and equipment, which would be available for coping with potential-emergencies associated with the Pilgrim facility.

OSP::

] The State staff in ' civil defense has recently been cut from about 80-to 40 persons.

Aside from that, resources seem adequate to r the mission of the agency._ Most details are not'available at this

. time.

They do have,-in the area of communications, a mobile van 1

which they can utilize onsite in the event of any major disaster.
