110 - Resolution No. 99-81 Requesting NRC to Obtain Assessment of 1980 Census Analysis as it Pert ains to Certain Factors re: SONGS.

IN RE: Proposed resolution requesting the NRC Licensing Board to direct its staff to obtain assessment of the Census Analysis as it pertaina to certain factors projecting continuing growth; recommendations for staff, equipment and roadway acquisition actions necessary to protect the citizens of San Clemente; and that this assessment be reported to citizens of San Clemente and to the licensing board for consideration by the Nuclear Regulatory Commission in its licensing determinations.

Following discussion, upon motion of Councilman Mecham, seconded by Councilman Korsen, and carried, RESOLUTION NO. 99-81, BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, REQUESTING THE NUCLEAR REGULATORY COM-MISSION LICENSING BOARD TO DIRECT ITS STAFF TO OBTAIN ASSESSMENT OF THE 1980 CENSUS ANALYSIS AS IT PERTAINS TO CERTAIN FACTORS RELATING TO THE PROTECTION OF POPULATIONS IN THE VICINITY OF THE SAN ONOFRE NUCLEAR GENERATING STATION.

4 G & SERVICE JRANCH WEREAS, the 1980 Census Analysis released last week in Washington D.C. con-tains information which bears directly on carrying capacity of Interstate 5, San Clemente's evacuation route in event of an accident at San Onofre, and WEREAS, Orange and San Diego Counties, the two counties adjacent to San Onofre, are shown to be two of the five fastest growing populations in the nation...and the most populous county ~ in the nation, Los Angeles, is only 40 miles from San Onofre in the northwesterly wind sectors, and WEREAS, the growth areas of the two counties adjacent to San Onofre are those areas nearest San Onofre, ie: southwestern Orange County and northwestern San Diego County, and preliminary City approvals have already been given for new housing which would double the population of San Clemente, and WEREAS, this growth pattern is a phenomena which is projected to continue decades into the potential life span of San Onofre II and III, and WEREAS, Freeway.I-5 is the only common traffic link between these three fast-est growing counties, and WEREAS, the only major proposed additional egress, the Foothill. Corridor, is still only a dream, with no possibility"of realization for 10-15 yesrs, and would, if it is constructed, also be in the northwesterly wind sectors, and WEREAS the Wilbur Smith Study of evacuation routes and times did not assess the impact of projected growth on either: (1) spontaneous evacuation of the areas near the Emergency Planning Zone, or (2) diminished freeway carrying capacity due to resultant increase ir. normal use of this single direct route between the counties, and i

WEREAS, the San Clemente City Council considers an analysis of these factors by an independent firm is essential in the licensing determination underway...for an adequate assessment of staff, equipment and alternate roadways necessary to pro-vide " reasonable assurance" of protection of the populations near San Onofre,
