A.
PURPOSE Experience demonstrates the imrortance of ensuring communications with the public are accurate, cimely and consistent. The Nuclear Regulatory Com-mission has divided ine* dents at nuclear plants into four categories:
Unusual Event, Alert, dite Area Emergency, and General Emergency.
l In the event of an Unusual Event or an Alert, the News Bureau will be l
responsible for releasing accurate information to the news media in a timely manner us.'ng standard procedures and release methods. These two categories do not require activation of the Trojan emergency warning system (sirens).
In the event a Site Area Emergency or a General Emergency is declared, and l
during drills dealing with these emergency situations, these procedures should be followed:

PROCEDURE 1.
Information Policy a.
Portland General Electric Company is responsible for supplying the public, through the news media, with accurate and timely information on the status of the plant. Any recommendations to the public for protective actions, including evacuation, are only to be made by county or state officials.
b.
Accuracy of information will be established by a two-step verification policy from all sources:
1)
The data received will be written down, read back to the person providing it, and that person's name will be noted on the-copy.

Before release, the information will be reviewed by:
a)
A Company. officer with expertise in the field of information, and authority t'o establish policies.
b)
Either a senior nuclear plant manager, as one is available, or senior engineering Personel with ex-pertise in the area of concern.
c.
The frequency of the releases will stem from the manner in which the information centers are staffed. This will be discussed in the body of the procedure.
d.
Consistency is the most importart of the stated concepts.
Accurate information to the public is useless when countered with inaccurate, conflicting information.
To ensure this information is consistent all spokesmen will be assembled in one area and speak from one platform. Any. conflict of information or opinion will be immediately identified and i
can be discussed or resolved.
The Trojan plant, the State Capitol, and the PCE corporate 4
headquarters are widely separated. The news media should be expected to get as close to the plant as possible for either a

drill or hn accident. It is therefore necessary that all information releases be carefully coordinated between these locations.
The near-site location for information will be the Emergency News Center in St. Helens for actual accidents and some drills, and the Visitors Information Center for other drills.
In the initial stages of a drill or accident, PGE will release information from the Company Support Center (CSC) or Public I
Relations Department offices in the Willamette Center. Once the State of Oregon Emergency Operations Center (EOC) is activated l
in Salem, it becomes the central release point for all information.
The Public Relations Department will release only that information already approved and released from the Oregon EOC.
In Phase III, the Emergency News Center (ENC) in St. Helens l
will become the central release point.
PCE, Oregon'and Washington State, Columbia and Cowlitz County, Nuclear Regulatory Commission and Federal Emergency Management Agency officials will work together at the ENC to develop, coordinate and release information.

Communications Communications between the various public information points are to be made by the dedicated phone line linking the Washington EOC (Olympia), Emergency Operations Facility (EOF) (Trojan VIC), alternate EOF (PCE St. Helens office), Emergency News Center (Buccini Hall, St. Helens), Public Relations Conference Room (Willamette Center),
Company Support Center (Willamette Center), Oregon EOC (Room 50, State Capitol Building, Salem), Cowlitz County EOC (Kelso) and the Columbia County EOC (St. Helens). PGE centrex lines also link the two EOFs, ENC, Public Relations Department, and CSC. Prior to the installation of the dedicated line for public information in 1981, communications will be made by 7CE Centrex lines and standard phone lines.

Responsibilities a.
Phase I - Initial Notification Prior to Establishment of Oregon Emergency Operations Center 1)
CSC Public Information Advisor receives notification of drill or emergency at Trojan from Load Dispatcher; initiates telephone tree, goes to CSC; coordinates communications and develops news releases; and arranges for Company spokesmen to explain events to media by a written release (coordinated l
with Engineering for accuracy).

Oregon Public Relations Representative goes to Oregon Emergency Operation Center, Room 50, State Capitol Building, Salem; and establishes liaison with Oregon State officials; and establishes communications with 'the CSC P.I. Advisor; and coordinates news releases between State of Oregon and PCE.
3)
Emergency News Center Director makes initial contact at CSC; coordinates communications, directs the efforts of the Public Relations staff in the department of fices in handling media calls; receives technical information from Emergency Operations Facility (EOF); and notifies Manager of Com-munications of phone requirements.
4)
Technical Information Coordinator goes to EOF and maintains accurate information flow to Public Relet!nns representatives at CSC and the Oregon Emergency Operations. Center.
5)
EOF Assistant goes to EOF at Trojan Visitor's Center; workt with news media and/or curious public at the Visitor's Information Center.and directs media representatives to the appropriate location (drill observation' area during drills,-
State EOC, or Emergency News Center in actual emergencies).

Support Services Coordinator is responsible for tracking and expediting purchasing requirements and clerical services, directing support staff to aid in the public information efforts, obtaining necessary supplies and equipment.
The Support Services Coordinator will supervise a number of functions including purchasing arrangements and cash advances, hotel arrangements, transportatien, and obtaining additional support staff for office and field personnel.
7)
Balance of Public Relations Department personnel proceed to the Public Relations office, TB-15, or other assigned location; receive media inquiries and respond as directed from CSC and perform other duties as assigned.
Checklist The following checklist of operations is to be performed.by Public Relations Department personnel upon arriving at the Public Relations Department:

Place all individual phones on call-forwarding. Staff the phones at the secretaries' desks. Record all incoming phone calls so that the appropriate people can f-.
respond.

All personnel arriving at the Public Relations Department s
who have' been issued call beepers are to wear them.
c)
The Conference Room, TB-15, will be utilized as an information distribution center. The center will distribute any information which has been cleared for release. Information will not be distributed unless it has been approved for release in the manner listed under Procedure section B.1 - Information Policy. In addition, requests for protective actions or evacuation must come from State or County Emergency Services departments. Any comment on evacuation - procedures must be verified by senior officers within the Company, and the appropriate government officials.
b.
_ Phase II - Oregon Emergency Operations Center in Operation.

Policies Once the Oregon Emergency Operations Center is activated.by the Governor, it becomes the primary site for information-release. The releases will be coordinated with Oregen C-}-

Emergency News Center Procedutgs a)
Activation
- The persons responsible for activation will be designated by the Emergency News Center Director.
They will be staff members of the Public Relations Department.- These persons hereaf ter will be referred to as Emergency News Center Assistants 1 and 2.
Following notification by the telephone tree that there is an actual accident or drill at the plant site, the staff personnel assigned to the Public Relations office will report to the TB-15 office.
Persons designated Emergency News Center Assistants will, by direction from the ENC Director, remove the sign package from the Audiovisual Storeroom marked "RERP" and stapler for sign attachment, and proceed to the Emergency News Center, Buccini Hall; between Columbia Boulevard and 13th Street, St. Helens, Oregon in two. cars. The ENC assistants should use separate vehicles. Attached to the sign package is an envelope containing the keys for the double-door main entrance to the gymnasium that fronts on 13th Street and keys for PGE's St. Helens office (alternate EOF).
