Emergency Public Notification System Implementation

Dear Sir:

Reference (c) described our approach and proposed schedule for implementing the Yankee emergency public notification system. The purpose of this letter is to provide the NRC with the current status of this program.

Since the issuance of Reference (c), Yankee has been actively pursuing all aspects of the program to accomplish our projected completion date of November 30, 1981.

As a result, meetings with all local communities have been conducted and all necessary installation of permanent equipment such as fixed outdoor sirens and transmitter sites for the National Weather Service NOAA Weather Radio Network has been completed on schedule. Letters of agreement have been signed with 13 of the 16 towns affected by this system and agreements are currently being negotiated with the remaining towns.

In the course of implementing our system, we have encountered some circumstances which are beyond our control, the most notable of which is the problem due to changes in the National Weather Service NOAA Weather Radio Ne two rk. These particular changes made it necessary for us to return t

i equipment already purchased for this system to be modified or replaced by the i

manufacturer. This in turn delayed final equipment ins talla tion, thereby l

delaying complete sys tem implementation.

Due to delays in implementation, sound level testing of the fixed outdoor sirens will not be completed by November 30, 1981. The results of this testing are necessary to determine where additional NOAA Weather Radios need to be distributed in areas where the sirens may not be audible. The necessary testing and distribution of Weather Radios will be completed by January 31, 1982.
