Dear Mr. Haynes:

In December,1981 NRC Region I has scheduled a team inspection of Susquehanna Steam Electric Station to complete their preoperational radiation protection /

radioactive waste program review. PP&L feels that it would be better prepared to provide a more meaningful and efficient survey in January,1982.

PP&L has had difficulty finding high quality health physics personnel which included over a one year search for a qualified health physics supervisor.

Although we have acquired most of the desired health physicists we feel that we need an additional month to meet our desired level of performance for such a review.

In addition an external audit by the Terra Corporation of our Health Physics Program verified our delay in schedule. Susquehanna's present procedure schedule comprising these programs also call for completion after the scheduled December inspection.

Based on the stated reasoning PP&L feels that a postponement to January 1982 will better provide the NRC with a more complete and meaningful review of the Commission's preoperational radiation protection / radioactive waste programs.
