HADDAM !!ECK By letter dated July 7,1981, the staff indkated a concern regarding the success of the redirected SEP progran. Our concern was based on the quantity of licensee topic assesscents received versus that which was pronised by June 30, 1981, and the quality of those topic assessments.

In that letter we requested a necting with Itcensee management to assure that the owners are providing sufficient resources to support SEP redirection and to assure that licensee topic safety analysis reports (SARs) would ba completed according to proposed schedules. At that reeting the staff requested that each licensee provide their schedules, if different from the staff's proposed schedules, for the cmpletion and subr.ittal of the remaining SEP topic SARs for their facilities.

Your letter dated July 29, 1981, provided your schedules. As of Novenher 13, 1081, we have received 22 of the 27 SARs scheduled. Enclosure 1 is a graph (from FUREG-04"i, SEP Status Sunnary Report) of your actual subnittals by nonth and your scheduled submittals. Enclosure 2 is the sinilar graph for all SEP licensees. As shown by these enclosures, delays are occurring and some addi-tional effort on your part is required to mininize further delay. Based on overall licensee performance in necting schedules, we cannot assume that the reaining topic SACS will be completed and submitted as promised.

Therefore, we are requestinq that your senior managecont attend a recting with other SEP licensee senior nanageuent and !SC senior nanage~ent planned for Deccaber 17, 1981, at which the perfomance, procran schedules and na.ior nile-stones to completion of the Integrated Plant Safety Assess.'ent for each of the SEP plants will te discussed.
