Resolution of Channel Box Deflection Issue for Near-Te$n Y

In several recent BWR SERs, including La Salle, Shoreham, Susquehanna, Zimmer, Fermi-2 and Grand Gulf, Channel Box Deflection was identified as an issue that required further information to be ' submitted prior to the second cycle of operation.

In a recent amendment (No. 76) to the Zimmer FSAR, the applicant has proposed several steps (see attachment 1) that could be taken to miti-gate the consequences of channel bowing. The proposed actions should mitigate the consequences of channel bowing and provide the required assurance that channel bowing will not be a problem in Zimmer Unit _1 as concluded in a recent supplement to the Zimmer SER (see attachment 2).

A commitment to a similar plan for each of the other plants named above, as well as the LRG-II plants, including Clinton, WNP-2, River Band and Perry, is proposed to close out this issue.

a.

Records are kept of channel location and exposure for each operating cycle.

Channels.should not reside in the outer row of the core for'more than two operating, cycles.

I c.

At the beginning of each fuel cycle, the combined outer' row residence time for any two channels in any control rod cell should not exceed four peripheral cycles.

tests shall be performed for those core " cells exceeding the above general guidelines or containing fuel channel's with exposures greater than 30,000 Ed/T (associated fuel bundle exp~osures).

In lieu"of friction testing,. fuel channel deflection measuremenIs may be used to justify use of fu'el channels exceedini 30,000 Wd/T exposure for a mar.icum of four additional operating cycles.

In the future, anal tical channel lifeti=e predictica =ethods, bench-j narked and backed up by periodic deflection mear :re=ents of a sanple of the highest duty fuel channels, may be used to ensure clearance between control rod klades and fuel channels without additional testing.
