We have comple+.ed a review of the revised physical security plan for your Morris Operation facility, transmitted by your March 31, 1980 letter, along with changes to that plan which were submitted by your letters of !!ay 16 and October 23, 1980; and January 27, March 26, May 4 and August 18, 1961. Reference is also nade to our letter of May 1,1981 wherein we granted exemptions to certain requirements of 10 CFR Part 73 which remain in effect; and to the telephone conversation of September 4, 1981 and discussions on September 24 and 25, 1981, at the fiorris,11-linois site, between your fir. H. A. Rogers and Mr. O. F. Smith of the HRC staff concerning administrative changes that should be made in a future revision of the plan, under the provisions of 10 CFR Part 70.32(e).
We have determined that the above referenced plan, as revised by the cited changes thereto, is acceptable.
It is further acknowledged that this revised version of your physical security plan appropriately incorporates the provisions of the Safe-guards Contingency Plan, NEDS-14507. Revision C2 ( Appendix Al and the Security Personnel Training and Qualification Plan, NEDS-14507, Revision C3 ( Appendix B) for your Horris Operation facility.
In order to forn:alize our acceptance we are bereby rescinding, in its entirety, Section 1.0 of Materials and Plant Protection Amendment MPP-3 to your License No. Sliii-1265 and re-issuing it as contained in the enclosures to this letter, to become effective immedictely.
As indicated during the above referenced discussiens, it is recommended that the substance of these license conditions be incorporated into a subsequent revision of the p*an.
Upon our approval of such a revised plan or changes to the current plan which satisfy the provisions of the license conditions, the applicable condition (s) will be withdrawn.

- ENCLOSURE A Docket No. 70-1308 License No. SNM-1265 MPP-3 1.0 FACILITY PHYSICAL SECURITY 1.1 The Licensee shall follow the security plan entitled, " Physical Security Plan, NEDS-14507-C4," dated December,1979, as amended by changes issued by licensee letters of May 16 and October 23, 1980; and January 27, March 26, May 4 and August 18, 1981; and as it may be further amended under the provisions of 10 CFR Part 70.32(d) or (e).
1.2 All procedures contained in the " Morris Operation Emergency Plan, NEDS 14506," that are referenced in the licensee's security plan shall be considered a part of the plan. As such, the referenced procedures shall be subject to the same provisions of 10 CFR 70.32(d) and (e) concerning modifications or changes, as does the basic plan.
1.3 The Licensee shall provide the additional physical protection measures for the strategic special nuclear material described in License Condition 1.3, Appendix A, as contained in License Conditions 1.3. A,1.3.B, and 1.3.C of that Appendix.
Appendix A contains details which could compromise the effectiveness of the licensee's security program and is therefore withheld from public disclosure in accordance with 10 CFR 2.790(d).
