Dear Mr. Barton:
In our meeting on October 22, 1981, we discussed the planned gross decontamination experiment involving limited decontamination of some of the reactor building surface areas prior to the completion of the sump water processing. To accelerate this activity we agrnd that your submittal would be forthcoming in three documents:
the scope, the safety evaluation (which includes man-rem estinates and ALARA considerations), and the procedure to implement the gross decontamination.
On October 29, 1981, we received your scope for the proposed experiment.
In your letter of transmittal of this part you also requested our approval of your plan by November 26, 1981. As much as we would like to accommodate this date, we need to review the rest of the material. We will take sction on your request for the decontamination experiment based upon our review of the first two documents (your scope and safety evaluation). Subsequent to this, we will review and take appropriate action on the procedure for the decontamination experiment, as we do for other site procedures.
Although we understood from our October 22 meeting that you would be providing all three documents by November ll, so far we have received only the scope document. As ws indicated at that meeting, we are prepared to expedite our review upon receipt of your proposal. We will be prepared to meet with you within one week of receipt of your safety evaluation and we vould plan to provide approval within one week after that meeting, assuming that our concerns are resolved at that time.
So that we may plan for our revtew activities, please promptly advise us of realistic schedules or when we will receive the overdue documents. Obviously, the initiation of this important experiment will continue to slip with any further delays of your submittals.
