EVALUATION OF A REQUEST FOR EXTENSION OF CONSTRUCTION PERMIT NO. CPPR-103 FOR THE WATERFORD STEAM ELECTRIC STATION, UNIT NO. 3 DOCKET NO. 50-382 INTRODUCTION Construction Permit CPPR-103 was issued on November 14, 1974 to !.ouisiana Power & Light Company authorizing construction of the Waterford Steam Electric Station, Unit No. 3.

The latest date fcr completion of the con-struction of this facility, as stated in the permit, was December 31, 1979. On June 23, 1977, Louisiana Power & Light Company filed a request for extension of the construction completion date to June 1,1982. On July 19, 1979, the Commission issued an Order granting the requested extension.

On August 6,1980, Louisiana Power & Light Compary filed a second request for extension of the construction completion date. This request is to extend the latest completion date to October 30, 1983.

DISCUSSION o

In its application for extension of the construction completion date, Louisiana e

Power & Light Company indicated that three factors were responsible for the delay in completion of construction activities. These are:

A.

Licensing delays caused by NRC diversion of manpower to TMI related activities.

B.

Construction delays due to manpower shortages.

C.

Cutback in contract workforce because of critical financial conditions.

Louisiana Power & Light Company stated that reason B above caused construc-tion to be delayed by six months; r:ason C caused an additional delay of eight months; and reason A delayed the earliest OL issuance date to October 1982.

The applicant has asked for a latest completion date of one year beyond the prasent estimated OL issuance date to allow for possible delays caused by any additional as yet unidentified and unquantified future licensing problems.

2-The NRC staff has reviewed the information provided in Louisiana Power & Light Company's submittal and concludes that the factors discussed above constitute good cause for granting the requested extension. The staff has evaluated each factor contributing to the construction delay and concurs with the permittee as to the reasonableness of time estimated for each delay. As a result of the staff's review of the Final Safety Analysis Report to date, and considering the nature of the delays, the staff has identified no areas of significant safety consideration in connection with the exter<sion of the construction completion date for the Waterford Steam Electric Station, Unit No. 3.

The only change proposed by the Permittee to the existing construction permit is an extension of the latest construction completion date. This extension will not allow any work to be performed involving new safety information of a type not considered by previous Commission safety reviews of the facility and that is not already allowed by the existing construction permit. Therefore, the staff finds that (1) this action does not involve a significant hazards consideration, (2) prior public notice of this action is not required, (3) there is reasonable assurance that the health and safety of the public will not be endangered by the requested extension of the construction completion date, and (4) good cause exists for issuance of an Order extending the construction completion date.

CONCLUSION For the reasons stated above, the staf f concludes that issuance of an Order extending the latest construction completion date for the Waterford Steam Electric Station, Unit No. 3, as set forth in CPPR-103, to October 30, 1983 is reasonable and should be authorized.
