LOUISIANA POWER & LIGHT COMPANY WATERFORD STEAM ELECTR'IC STATION UNIT NO. 3 DOCKET NO. 50-382 ORDER EXTENDING CONSTRUCTION COMPLETION DATE Louisiana Power & Light Company is the holder of Construction Permit No. CPPR-103 issued by the Atomic Eneray Commission

  • on November 14, 1974 for the Waterford Steam Electric Station, Unit No. 3.

This facility is presently under construction at the applicant's site in St. Charles Parish, Louisiana. By letter dated June 23, 1977, Louisiana Power & Light Company filed a request for extensicn of the latest construction completion date for the facility. The request was granted by the Commission's Order dated July 19,1979.

On August 6,1980, Louisiana Power & Light Company filed a request for another extension of the latest construction completion date for the Waterford 3 facility. This request is to extend the latest completion date to October 30, 1983. Louisiana Power & Light Company stated that this

  • Effactive January 20, 1975, the Atomic Energy Commission became the Nuclear Regulatory Commission and permits in effect on that day continued under the authority of the Nuclear Regulatory Connission.

2-extension was requested because construction has been delayed due to (1) the status of the operating license application review, (2) slow down in construction progress due to manpower shortages, and (3) financial conditions whichleadtoareduc$dconstructionworkforce.

The Commission had determined that this action involves no significant hazards consideration; good cause has been shown for the delays; and the requested extension is for a reasonable period of time, the bases for which are set forth in the NRC staff's evaluation of the request for extension.

The Commission has determined that this action will not result in any significant environmental impact and, pursuant to 10 CFR 51.5(d)(4), an environmental impact statement, or negative declaration and environmental impact appraisal, need not be prepared in connection with this action.

The NRC staff's evaluation of the request for extension of the construction permit is available for public inspection at the Commission's Public Document Room,1717 H Street, h.

IT IS HEREBY ORDERED the latest completion date for CPPR-103 is extended from June 1, 1982 to October 30, 1983.
