Dear Mr. DeYoung,

m On June 1,1981, Brown & Root submitted a report to the Nuclear Regulatory Commission (NRC) pursuant to 10CFR21 regarding a concern with the ability of wedge-type expansion anchors to meet the manufacturer's published ultimate capacity values when installed in grout. The expansion anchors (Kwik-Bolts) involved have been supplied by Hilti Industries, Inc. of Tulsa, Oklahoma.

Supplemental written reports were provided to the NRC by Brown & Root on July 17, 1981 and September 4,1981.

Based on data resulting from an extensive testing program conducted at the South Texas Proiect (STP), Brown & Root has confirmed and/cr es-tablished the average ultimate tensile and shear load capacit;e; relative to those published in the manufacturer's catalogue. Considering our test data, new design criteria for expansion anchors installed in grout have been developed and incorporated into project documents. These new criteria are as follows:

The ultimate tensile capacity of Hilti Kwik-Bolts installed :n grout is 75 percent of the capacity of the Bolts when installed in concrete.

ihe ultimate shear capacity of Hilti Kwik-Bolts installed in grout is the same as the ultimate shear capacity of the Bolts installed in concrete except that for embedment lengths less than 6 diameters the shear capacities shall be 85 percent of the ultimate capacities in concrete.

As described in our last report, nine(9) safety-related pipe support locations have been identified where 51ilti expansion anchors have been installed in grout. Brown & Root has performed an evaluation of these grout installations considerin J the actual design loads and our new criteria.

been determined to meet or exceed design requirements and therefore do not represent a safety hazard.

No corrective actions are considered necessary.
