Dear Mr. Scherer:

Subject:
Unresolved Safety Issues Applicable to CESSAR-F Peference:
(a) Letter, J. R. Miller to A. E. Scherer, dated September 3,1981 (b) Letter, A. E. Scherer to D. G. Eisenhut, dated October 8,1981 Our reference (a) letter requested that you provide us with a sumary description of investigative programs and the interin reasures you have devised for dealing with the Unresolved Safety Issues that fall within the scope of CESSAR-F. The applicable unresolved issues include the following:
1.
Water Hanner (A-1) 2.
Stean Generator Tube Integrity (A-4) 3.
Reactor Vessel Materials Toughness (A-11) 4 Stean Generator and Reactor Coolant Punp Support (A-12)
Your subnittal provided in reference (b) was not responsive, in that you have not described any CE investigation programs or interin measures for dealing with these issues.
As a result, we are unable to satisfactorily complete the appendix to the CESSAR Safety Evaluation Report that addresses this topic. Accordingly, we request that you provide us with a description of specific reasures taken or to be taken to address these issues for CESSAR.
We will nake every effort in the next few weeks to provide the appropriate staff to discuss this issue with you and your staff.
