Beach, and other members of our staff, during the , period September 1981, of activities authorized by NRC Construction Permit CPPR-145 for River Bend, Unit 1, and to the discussion of our findings with
Mr. Philip D. Graham and other members of your staff during the inspection ' period.
Areas examined during the inspection and our findings are discussed in the enclosed inspection report. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews ,
with personnel, and observations by the inspector. i Within the scope of this inspection, no violations were identified. During this inspection, it was found that certain of your activities appeared - to deviate from commitments made to the NRC. This item and reference to the specific commitments are identified in the enclosed Notice of Deviation. You are requested to respond to this matter, in writing. Your response should be based on the specifics contained in the Notice of Deviation , attached to this letter. . We have also examined actions you have taken with regard to previously identi-
fied inspection findings. The status of these items .is identified in paragraph ' < 2 of the enclosed report. t One new unresolved item is identified in paragraph 7 of the enclosed report.

Gulf States Utilities -2- In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room. If this report contains any infomation that you believetobeexemptfrimdisclosureunder10CFR9.5(a)(4),itisnecessary that you (a) notify this office by telephone within 10 days from the date of this letter of your intention to file a request for withholding; and-(b) sub- mit within~25 days from the date of this letter a written application to this office to withhold such infomation. If your receipt of this letter has been delayed such that less than seven days are available for your review, please notify this office promptly so that a new due date may be established. Con- sistent with Section 2.790(b)(1), any such application must be accompanied by an affidavit executed by the owner of the infomation which identifies the document or part sought to be withheld, and which contains a full statement of - the reasons on the basis which it is claimed that the infomation should be withheld frim public disclosure. This section further requires the statement to address with specifkity the considerations listed in 10 CFR 2.790(b)(4). The infomation sought to be withheld shall be incorporated as far as possible into a separate part of the affidavit. If we do not hear from you in this regard within the specified periods noted above, the report will be placed in the Public Document Room. i Should you have any questions concerning this inspection, we will be pleased to discuss them with you.
