Subject:
Oyster Creek Nuclear Generating Station r Docket No. 50-219 " Failure of Cate Type Valves to Close Against Differential Pressure The subject bulletin refers to various size Westinghouse motor operated valves which may not close against dif ferential pressure. All licensees were requcsted to take certain actions with regard to this concern. Previously, by letter dated May 14, 1981, we informed the NRC that Westinghouse Electro-Mechanical Division (W-EMD) 3-inch valves and Borg-Warner Nuclear Valve Division (BW-NVD) 3-inch,1500 pound motoc operated gate valves were neither in use nor stocked'as spares at the Oyster Creek Station. Af ter issuance of the subject bulletin supplement, we requested, by letter dated October 2,1981, additional time in order to address the requirements of the supplement. We have completed our investigation with respct to Item 1 under " Actions to be completed by Licensees" and have deter.iined that W-DiD manufactured motor-operated gate valves are not installed in any safety related systems at the Oyster Creek Station. While investigating whether or not these valves were maintained as spares, it was found that two 10-inch W-DID valves had been purchased but could not be used due to a Quality Assurance hold. Further investigation revealed that these valves were originally purchased for use in the Isolation Condenser System; however, due to a change in the project requirements, the valves were not installed. Subsequently, we received information from W-DiD regarding the possible closure problems delineated in the lE Bulletin. This resulted in a Quality Assurance hold on these valves precluding installation pending resolution of the closure concern. 1 8111250292 8111i[ jb jI / DR ADOCK 05000 g g
Mr. Ronald'Haynes Page 2 i 1 At _the present time, we are negotiating with W-DiD in order to return these valves since they are no longer of use to,the station; therefore, additional actions to verify operability are not necedsary. As of now, these valves will not be installed at Oyster Cr'eek h3Eever, should it later become necessary or advisable to utiliz,e tl}ese, valves,. the closure problem will be properly resolved prior to such; action. If you should have any questions, please contact Mr. Michael laggart at (609) 693-6932. As requested, actions taken with regard to this bulletin involved approximately 50 man-hours.
