Please refer to our letter of July 14, 1981 and subsequent visit to our office by Mr. Earl 0. Rutenkroger on July 27, 1981.
The comments annotated on the attached checklists (Enclosure 1) iden<ify those portions of your proposed transportation security plan that repre amendment or expansion.
In regard to the regulatory requirements for the use of armored escort vehicles, we note that there are several options available to you.- These are:
1.
Applying for an exception under 10 CFR 73.5, 2.
Petitioning the Commission pursuant to 10 CFR 2.802 to rescind or amend the regulation, or 3.
Proposing alternative measures with supporting arguments that provide an equivalent level of protection.
We have prepared and encloser'. (Enclosure 2) a summary of our discussions concerning actions to be taken in the event scheduled call-ins are not received on time. Please provide us with a response to these comments and a revised physical security plan within 30 days from the receipt of this letter.
