Gentlemen:

This acknowledges receipt of your letter of July 22, 1981, subject, Upgrade Security Plan for Protection of Special Nuclear Material, Docket 70-25.

It also confirms the substance of telephone conversations of July 23 and 24, 1981 between your Mr. M. E. Remley and Messrs. R. R. Rentschler and O. F.

Smith of the NRC staff concerning the development of an interim physical security plan for your Canoga Park facility.

The primary elements that must be considered during the development of your interim plan are:

a) Ability to cope with internal conspiracy; b) intrusion detection assurance; c) prompt threat assessment capability; d) an effective armed response force; and e) assured comunications with, and assistance from, LEEA.

In order to provide consistency with current regulatory requirements, some of the issues discussed it. Enclosure A of our letter of December 8, 1980 which were intended for inclusion in your " upgrade" physical protection plan must be retained in the interim plan. Those issues are identified in the enclosure to this letter. They are referenced by item number, as contained in the December 8, 1980 Enclosure A.

Feel free to contact the appropriate members of the flRC staff for any further guidance required as the development of your interim plan progresses. We would like to conduct an initial review of the draft plan at your facility during the second week of September,1981.

In order to do so, we should re-ceive three copies of the draft (two to this Headquarters and one directly to our Region V office) by September 1,1981.

We have determined that your letter of July 22, 1981 and the enclosure to this letter contain information of a type specified in 10 CFR 2.790(d).

Accordingly, they are deemed to be commercial or financial information with-in the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
