ADDITION.0F VALVES TO LOCAL LEAK RATE TESTING PROGRAM FOR THI-l Amendment No. 63 dated March 30, 1981 to the Three Mile Island Unit 1 (TMI-1) Technical Specifications, revised requirements related,to primary containment leakage testing. The Saf'+.y Evaluation Report in support of Amendment No. 63 references a Technical Evaluation Report from Franklin Research Center (FRC) dated July 3,1980. In evaluating your request for exemption from Appendix J Type C valve leakage testing, FRC concurred with Metropolitan Edison that certain valves would not require Type C testing because the valves were in closed systems inside containment which are designed to remain operational throughout the post accident period and are not liable to rupture as a result of a LOCA.
Among these valves were NS-Vll in the Nuclear Service Closed Cycle Cooling Water (NSCCCW) system and IC-V16 and IC-V18 in the Intermediate Cooling systen.
On January 26, 1981, the Commission issued Amendment Nc. ol to the TMI-l Technical Specifications which among other things, deleted the require-ments for operability of 36 snubbers in portions of the NSCCCW system inside containment of whica valve NS-Vll is a part. Those requirements were deleted because the system was not considered to be safety-related.
Since this portion of the NSCCCW system is no longer considered safety-lg h related and the snubbers are no longer inspected, we cannot conclude that this system will remain intact under post-accident conditions.
O Therefore, valve NS-V11 should be subject to Type C leakage rating testing.
(DQ We note that the other containment isolation valves in the NSCCCW system e
(NS-V4, V15, and V35A) are fluid blocked by a seal water system or are Y
being Typed C tested. Valve NS-Vll is the only containment isolation valve M
in the NSCCCW system not fluid blocked or tested.

Oz The TMI-l Intermediate Cooling System Drawing No. 302-620 indicates that i
this system has been designed primarily as Seismic Class II. Seismic j
Class II structures, components and systems as defined in the FSAR have -
been designed "in4accordance with procedures of the Uniform Building Code."
Therefore, we cannot assume that this system will r==in intact under

post-accident (seismic) conditions. IC-V16 and IC-V18 are the only containment isolation valves in this system which are not. fluid blocked by a seal water system or Type C tested.
Based on our review, we conclude that valves NS-Vil, IC-V16 and IC-V18 should be included in your Type C testing program. Therefore, within 2
60 days of receipt of this letter, we request that you submit a change request to the Technical Specifications to include these valves in your Type C testing program.
OfB clearance is not required for this request since it is being tra's-mitted to nine or fewer addressees.
