SUMMARY
OF WEEKLY INFORMATION REPORT Week Ending November 6, 1981 Emergency Preparedness Emergency preparedness implementation appraisals took place this week for the following plants: Prairie Island, Dresden, Turkey Point and San Onofre.
' Point Beach Units 1 and 2 On November 5, 1981, the presiding ASLB issued a Memorandum and Order authorizing the issuance of an amendment to the license for Unit 1 to permit operation of Unit 1 with degraded steam generator tubes sleeved rather than plugged.
Proposed Restriction on HEU Exports Congressman Edward Markey (Mass.) offered an snendment to H.R. 4255, the NRC authorization bill, which would prohibit NRC from using authorized funds to review, process, or approve applications for licenses to export highly enriched uranium, except when the export is for use in reactors which NRC determines cannot feasibly be converted to low enriched uranium.
Washington State Initiative In the election on November 3,1981, Washington State Initiative 394 was approved.
The initiative stated that voter approval is required prior to a public agency issuing bonds for construction or acquisition of a major public energy project.
This initiative would also affect nuclear power plants presently being constructed by public agencies. The most immediate effect is upon the Washington Public Power Supply System.
FY 1982 The Senate passed the Energy and Water Development Appropriations. 1982. NRC's portion was for $465.7 million. The House passed NRC authorization bill for FY 1982 for $485.9 million.
Case Study Released on Millstone 2 January 2, 1981 Event AE00 completed a case study on the Millstone 2 event. This event, which was initiated by an operator mistakenly de-energizing one of the station 125 V de buses, involved several incidents. Although the evaluation did not identify any safety concerns, there are certain lessons to be_ learned that AEOD believes should be addressed in an IE Circular and in the qualification of plant operators.

L OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending November 6, 1981 INMM Safeguards' Committee The Institute of Nuclear Material Management Safeguards Committee sponsored two meetings concerning the advance notice of proposed rulemaking entitled,
" Material Control and Accounting Requirements for Facilities Possessing Formula Quantities of SSNM." The purpose of the meetings was to provide an opportunity for discussion between licensee and safeguards personnel con-cerning the intent of the rulemaking. Many useful suggestions were made for modifying options in the advance notice in order to better meet the intent of the rulemaking.
Plans are being made to continue this dialogue at indi-vidual sites in order to enhance an understanding of site specific concerns.
Du Pont Briefed on 10 CFR Part 61 Proposed 10 CFR Part 61, " Licensing Requirements for Land Disposal of Radio-active Wastes" was discussed with radiation safety personnel of E. I. Du Pont De Nemours and Company on November 4, 1981.
Safety personnel from the vari-ous plants and locations were participating in a biannual two day training course, "Ioisizing Radiation Update" held in New Castle, Delaware.

was recently completed by the Performance Appraisal Section at the Pilgrim I site and corporate offices'of Boston Edison Co. The inspection team found that additional licensee attention was needed.to improve these areas:
(1) Activities of Saf'ety Review Comittees with weaknesses such as not including within its span of review for safety significant infomation, material from internal audit reports, NRC inspection reports, and NRC Bulletins and Circulars.
(2) Quality Assurance Audits with weaknesses such as failure of management to be responsive to and supnort the program, and program inadequacies.
(3) Maintenance with weaknesses such as the lack of an integrated preventive maintenance program, an ineffective training program for maintenance personnel and a large backlog.of low priority maintenance requests.
(4) Corrective Action Systems with weaknesses such as program inadequacies, failure to implement the existing program, and inadequate training for personnel to use the program.
(5) Non-Licensed Training' Program with weaknesses such as the lack of cor-porate policy and the implementation of training programs in many areas.;
Some weaknesses were also noted in the Licensed Training Program.
(6) Procurement with weaknesses such as improper storage of safety-related materials.
Boston Edison has responded to these identified problem areas and corrective action is being followed by Region I.

Semiscale Test S-NC-8 was successfully completed on 10/27/81. This was a 0.4%' break with the additional assumption of no ECC. Upon obtaining core heatup, a steam generator secondary side blowdown was conducted to simulate a possible recovery procedure. This was followed by accumulator injection, PORV opening, and initiation of HPI. The experimental data are being evaluated.
Test S-NC-9 was conducted on 10/20/81. The data are being evaluated prior to acceptance of the test and initiation of hardware changes for the next test series.

Northwestern University - Countercurrent' Flow Studies Dr. S. G. Bankoff presented two papers at the Ninth Annual Water Reactor Safety Research meeting held in Gaithersburg. He described the results

obtained at NWU in the areas of countercurrent flow of steam and cold water and injected water sprays into a steam environment. The holographic measuring techniques were also described.

Farner of the RES Division of Engineering Technology and W. Booth and G. Harrison of the NRR Division of Engineering to discuss the effects of radiation on power cables and electrical insulation in nuclear facilities.
On Monday Dr. Hisashi Mikami, Member of the Advisory Committee of the Japanese Ministry of International Trade and Industry (MITI), and Mr. Atsuo Kosaka, Manager of the Reactor Code Preparation Office of the Institute of Nuclear Safety, met with NRR Director Harold Denton and representatives of the NRR Divisions of Licensing, Engineering, and System Integration to discuss issues related to core performance, hydrogen control and siting criteria.
'Ir. Kosaka also met with F. Hebdon of AE0D to discuss plant data analysis, and uesday he met with P. Rowe of OED0 to discuss the Document Control System a o go on a tour of the DOS facility.
On Monday Mr. Neville McMillan of the Safety and Reliability Directorate of the UK Atomic Energy Authority (AEA) met with senior staff of AE00 to discuss AE00 activities and programs.
On Monday Messrs. Bernard Fourest and Alain Pattou, from the Ministry of Industry, France, met with technical staff of the AE0D and the IE Division of Resident and Regional Reactors Inspection, the NRR Divisions of Licensing, Engineering, Safety Technology, and Systems Integration to discuss various technical issues.

Proposed Restriction on HEU Exports Congressman Edward Markey (Mass.) offered an amendment to H.R. 4255, the NRC l
authorization bill, which would prohibit NRC from using authorized funds to review, process, or approve applications for ifcentes to export highly enriched uranium, except when the export is for use in reactors which NRC determines cannot feasibly be converted to low enriched uranium. Members of Congressman Markey's staff contacted IP prior to introduction of the proposed amendment to obtain data relevant to HEU exports.
Failure of Several RERTR Miniplates IP has received a copy of a communication from Argonne Laboratory to the DOE project manager for the program to reduce fuel enrichment in research and test reactors, including those abroad (RERTR). Argonne noted that potential problems have surfaced in the RERTR fuel development effort. Three 45% enriched, high density, RERTR miniplates removed from the Oak Ridge Research Reactor (ORR) l after approximately 80% of the U-235 has been burnt up, were found to be blistered.
L, Argonne indicated that the impact of these miniplate failures on the overall RERTR program could be~ serious, but~not overwhelming. While a detailed evaluation will be required to determine what caused the failure, and the conditions under which it might occur, Argonne notes that additional funds may be required to resolve the problem.
Copies of the Argonne letter were forwarded to the Comissioner Assistants.

He also met with the Insurance Manager of the General Electric Company to discuss broad questions relating to nuclear insurance.
Steve Salomon attended a meeting in Boston on November 5 sponsored by the
. cCoalition of Northeastern Governors to work toward the development of a multi-State regional compact (or compacts) for disposal of low level radioactive waste. The nine States involved are Massachusetts, New Fhmpshire, Vermont, Maine, Connecticut, Rhode Island, New York, Pennsylvania and New Jersey. Maryland is also seeking entry into the Northeast group.
In the election on November.3,1981, Washington State Initiative 394 was approved.
The initiative stated that veter approval is required prior to a public agency issuing bonds for construction or acquisition of a major public energy project
~(i.e. one-capable of generating electricity in an amount greater than 250 megawatts).
This initiative would also affect nuclear power plants presently being constructed by public agencies -- defined as public utility districts, joint operating agencies, cities, counties, or any other State governmental agencies, entities or political subdivisions. The most immediate effect is upon the Washington Public Power Supply System.

. been completed and forwarded to NRR and IE for appropriate action. The study was undertaken because the event, which was 1.11tiated by an operator mistakenly de-energizing one of the station 125 V de buses, involved several incidents.
The incidents involved were:
1.
Partial loss of normal offsite power; 2.
Complete loss of control room annunciators; 3.
Inoperability of both emergency diesel generators (one of them due to an independent failure);
4.
Loss of several indicators in the control room; and 5.
-Ineffective pressurizer spray through the normal spray system.
The AE0D evaluaticn of the event did not identify any safety concerns or the need for any further action by the NRC other than those being considered in the generic safety task A-30, " Adequacy of Safety Related DC Power Systems" and the Unresolved Safety Issue A-44, " Station Blackout." There are, however, certain lessons to be learned from the event that AE0D believes should be identified to the licensees for their consideration and information. These are:
1.
The need to revise procedures of operating plants to address the recovery from a loss of a de bus event by including the effects of re-energization of the lost bus; l
2.
The need to inform plant operators of problems that could be encountered when diesel generators are running in an emergency mode, and the need to add corrective actions in appropriate procedures to counter these problems; i
3.
The need to make plant operators aware that during partial pump operation certain pump combinations may exist which will not provide adequate spray flow to the pressurizer; 4.
The need to familiarize plant operators with the potential for non-equilibrium pressurizer behavior when normal spray flow is unavailable; and 5.
The need to familiarize operators with core conditions that produce rignificant quantities of nor.-condensibles.

your recommendation to export to EURATOM 2,500,000 pounds of uranium ore concentrate containing 961,632 kilograms of uranium.
In connection with his approval, Commissioner Ahearne has provided the following statement:
"I assume that the licen se 3
will not be issued until after the subsequent arrangement procedures are completed.
As required by Section 402(a) of the NNPA, the Executive Branch has determined that no other commitments by EURATOM are necessary to assure that our approval will be obtained prior to enrichment.
In previous cases no commitments for prior approval were necessary because we gave our approval prior to authorizing the export.
Assuming the situation is the same here, we should complete the approval process prior to issuing the license."
The other Commissioners agree with this statement.
