Dear Mr. Berry:

By your letter dated October 28, 1981 you indicated that all Fire Protection modifications will not be completed by the required Noventer 1, 1981 deadline.

You also indicated that modifications will be completed as soon as possible during the November 1,1981 refueling outage and that the FitzPatrick plant will not startup until modifications have been completed.

We have reviewed your submittal and concur in your indicated course of action. You are directed to inform the resident inspector upon completion of modifications and to remain shutdown until such time.
