~2-Addendum No.1 To the Safety Evaluation Report for the Model ICPP Krypton Shipping Container USA /5958/B m.
.a Summary By application dated May 27, 1981, the U.S. Department of Energy (DOE)

has requested a revision (Revision No. 2) to the NRC Certificate of Compliance No. 5958.
Based on the staff's review of the DOE request and supporting documentation, it is concluded that the proposed revised package satisfies the requirements of 10 CFR 71 and approval has been recommended.

Changes Requested The DOE has requested a design revision to allow use of an alternative compressed gas cylinder and closure valve from those originally approved.
They have also requested a change in the leak test specified for the package prior to each use.
The alternative compressed gas cylinder proposed is identified as a D0T Specification 3AA cylinder; it is similar to the presently approved DOT Specification 3A cylinder. The differences between them are that the 3AA cylinder has somewhat more stringent quality control and material

certification requirements.
The proposed P.lternate closure valve is a NUPRO bellow 3 valve with a modified (shortened) closure stem. The NUPRO valve is different from the presently approved Kerotest valve (No. 440X70), and tests were performed to demonstrate its adequacy.
Four valves were tested over pressure and temperature ranges of:
1 to 55 atm and 25*C (77*F) to rangedfrom8x10-i0obsg/sec to 3x10~gak gates (using a mass spectrome rved helium l 200 C (392 F); th cm cm /sec. The modifications to the valve involved shortening the stem and attaching a connector fitting to the inlet side of the valve. The modifications do not effect package safety.

To accommodate the NUPRO valve, a modification to the shield container plug is required. The modification does not effect the packaging shielding integrity.
The proposed leak test before each use measures Kr-85 leakage directly with a criteria stated in terms of activity; this differs from the present specification stated as a gas leak rate. A demonstration was performed to show that the proposed test is capable of meeting the criteria established (0.278p Ci/sec); the criteria is the normal conditions criteria suggested by Regulatory Guide 7.4.
Staff Review and Conclusions The staff has reviewed the DOE request, and agrees that the proposed modifications satisfy the requirements of 10 CFR 71.
