PREAMBLE 2.(at This certificate is issued to satisfy Sections 173.393a,173.394,173.395, and 173.396 of the Department of Transportation Hazardous Materials Regulations f 49 CFR 170-189 and 14 CFR 103) anr1 Sections 146-19-10a and 146-19-100 of the Department of Transportation Dangerous Cargoes Regulations (46 CFR 146-149), as amended.

vessel is held within a lead filled shield container which is further held within a phenolic foam filled thermal insulating container. The overall container size is 30 inches in diameter by 83-1/2 inches long.

A tubular steel support frame assembly is welded to the surface of the insulating container. The package gross weight is 5,200 pounds, (3) Drawings The packaging is constructed as shown in Figures 1, 3, and 4 and as specified in Sections III.B and III.C, Allied Chemical Report No. ICP-1077, June 1975; the packaging for the D0T Specification 3AA cylinder is also subject to the modifications shown in Figure A-3 and specified in Sections III.B and III.C, Exxon Report No. ENIC0-1069, January 1981.

There are two optional contsinment vessel configurations:

(a) A D0T Specification 3A compressed gas cylinder; equipped with the Kerotest valvc (No. 440X70) specified and assembled in

. accordance with Section III.A of Allied Chemical Report No. ICP-1077, June 1975.

(b) ADOTSpecification3AAcompressedgascylinder;equipphdwith a Nupro bellows valve, Series T, as specified and assembled in accoraance with Section III.A.(2) of Exxon Report No. ENIC0-1059, January 1981.

The DOT Specification 3A or 3AA gas cylinder shall be certified for an operating load of 2015 psig, before first use and at least once every 5 years by testing to 3360 psig.

Each packaging, before first use; and after every third use, or within the 12 months preceding any use, whichever comes first, shall be leak tested using a method capable of demonstrating that the maximum gas leakage rate from the ;)rinary gontainment vessel and closure valve is less than 1 x 10- atm-cm /sec at normal operating conditions (193C,55atminternal).

10. Before each use the primary containment vessel and closure valve shall be leak tested using a method capable of demonstrating that the maximum krypton release rate from the primary containment vessel and closure valve is less than 0.278 uCi/sec at normal operating conditions (193*C, 55 atm internal).
11. The package authorized by this certificate is hereby approved for use under the general license provisions of Paragraph 71.l?(b) of 10 CFR Part 71.
