Subject:
La Salle County Station Unit 1 Control Room Design Review Request For Limited Deferral of Renedial Action In a letter dated Septeaber 20, 1931, you requested confirmation of certain action and deferral of other actions as required by our Safety Evaluation Report for La Salle County Station (HUREG-0519 Supplement 1 Appendix C).
We have evaluated these requests and are providing the following responses:
1.
Item 7.f.
Requirement:
Install additional control room lighting to increase lighting levels on panels ano consoles.
Action: Additional fixtures have been installed to raise illumination in all areas of the control room to at least 30 foot-candles.
Request: You requested confirmation that this action satisfies our require-ment.
Response: Based on telephone conversations between ourselves and your personnel, we confim that this action satisfies the requirement. This confirmation is, however, subject to on-site verification by the NRC.
2.
Item 7.h.
Requirement:
Install modified ceiling grids to reduce glare on panels and consoles. Note: Tine period for completion of this item nay be extended to accomodate vendor delivery schedules.
Action: You had proposed to install slanted egg crate louvers in place of the vertically-oriented louvers in the ceiling diffusers.
Prior to ordering these new diffusers, you had suspended the existing diffusers at an angle in an attempt to sinulate the effect of slanted louvers. This simulation inproved the uniformity of illumination over the control boards, but resulted in significantly increased glare on the upper portions of vertical panels. On the basis of this simulation, your procurenent and installation of the slanted egg crate diffusers was cancelled.

Request: You requested that this iten be deferred for resolution as a part of the detailed control room design review described in liUREG-0700.
Resolution of this problem would likely be ' achieved 'during the first refueling outage.
Response: Our audit report discussion of glare noted that- "Some glare problems exist along front portions of benchboards, upper postions of vertical panels, and on the computer console. These problems may be increased as a result of increasing illumination levels at these surfaces- ".
Our audit report concluded that potential glare problens would have to be revaluated after correcting the low illuaination problems.
We do not concur with complete deferral of this problen as specified in our detailed control room design review progran.
Based on telephone conversations between ourselves and your pe;rsonnel, we have determined the following, a.
Suspending the installed diffusers at an angel was probably not a useful simulation of, a slanted egg crate diffuser.
b.
Replacement of the reflective horizontal surface of the computer console with a non-reflective surface has decreased the glare problewon,the CRT screen.
c.
Some of the glare problems at the front portion of the benchboard are caused by the reflective metal protective strip along the ddge of the benchboards.

Although you will be required to complete a detailed analysis of lighting,
problems as part of your detailed control roon design review, we reconneng that the following actions bel taken by you imediately:
a.
Experinent with clear and translucest plastic diffusers placed above the installed egg crate diffusers at those locations where vertical panel glare problems are evident.
b.
Experiment with the ~use of non-glare coatings or covers on the CRT screen.
c.
Experiment with the 'use of non-reflecting coatings on the metal strip at the front of the benchboards.
The effects of these modifications in reducing glare while still maintaining adequate lighting levels and unifonn illumination are to be observed t>y the NRC. !!odifications that are successful in reducing glare without ir.torfering with other hunan factors lighting concerns (e.g., uniform illumination) are to be retained while the detailed control room design review is conducted.

Item 9.b.
Requirement: Demonstrate resolution of the problem of glare on CRT-displays. This requirement will be resolved by the recomended actions for item 7.h.
With respect to item 7.f., we concur with your assessmement, however with items 7.h. and 9.b. we require resolution prior to fuel. load. Please respond within 15 days of receipt of ~this letter to our posi:.,n on these items.
