l Dallas, Texas 75201 g, F3 Gentlemen: This refers to the inspection conducted by Mr. C. E. Johnson of our staff f during the periods October 13-16 and 19-23,1981, of activities authorized
! by NRC Construction Permits CPPR-126 and CPPR-127 for the Comanche Peak facility, Units 1 and 2, and to the discussion of our findings with Mr. , 4 R. G. Tolson and other seu6ers of your staff at the conclusion of the , inspection. ' I Areas examined during the inspection and our findings am discussed in the ' l enclosed inspection report. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with personnel, and observations by the inspector. During the inspection, it was found that certain activities under your ' license appear to be in violation of Appendix B to 10 CFR Part 50 of the
NRC Regulation, " Quality Assurance Criteria for Nuclear Power Plants." The
Notice of Violation for the violation reported in the enclosed inspection report was fomarded to you by our letter, dated October 23,~1981; therefom , this letter does not require further msponse r.garding this matter. One new unresolved item is discussed in paragraph 3.a of the enclosed mport. ! In accordance with 10 CFR 2.790 of the Comedssion's regulatians, a copy of l this letter and the enclosed inspection report will be placed in the NRC's
Public Document Room. If this report contains any information that you believe to be exempt from disclosum under 10 CFR 9.5(a)(4), it is necessary , that you (a) notify this office by telephone within 10 days from the date of i this letter of your intention to file a request for withholding; and (b) sub- [ j,
