I"PLEt1ENTATION OF RADIOLOGICAL EFFLUENT TECHNICAL SPECIFICATIONS (RETS) AT RNICHO SEC0

13 CFR 50.3Ga requires all nuclear pnwer plants to have Technical l
Specifications to keep the releases of radioactive materials to unrestricted areas as low as is reasonably achieveable ( ALARA).
Guidance for meeting this requirement is given in 10 CFR 50, Appendix I.
E In accordance with 10 CFR 50.36a, we propose to establish 1) RadiolGgical Effluent Technical Specifications (RETS) and 2) an Offnite Dose g
- alculation Manual (GDCM) appropriate for your facility.
Our coal is to develop RETS and a ODCM tha t are acceptable to both S'1UD and the staff.

'!e are prepared to accept deviations from the model RETS (NUREG-9472) if your deviations achieve the purpose cf the nodel RETS.
As previously agreed to by members of your staff, we are locking forward to neeting sith your staff at the Rar,cho Seco facility on November 5 and 6.

In the meeting, we would like to obtain:
1.
Agreement on as much of the RETS and ODCM as possible; 2.
Justification for deviations from the model RETS; and 3.
An understanding of the reasons for unresolved disagreements.
We will need enough information about the existing RanchoSSeco effluent systems and their operation to pemit evaluation of the acceptability of any proposed Technical Specifications. In some instances, it might be helpful to see certain plant systems or parts of the plant site. A general tour of the plant will not be necessary. is a tentative agenda #or the meeting. The order in which the items are discussed is of no importance, and you are invited to modify tha agenda at your convenience.
