ORDER (Rejecting Suggestion of Later Prehearing Conference Date)
On November 5,1981, following notice and an opportunity for comment, we scheduled a special prehearing conference for January 6, 1982, in York, South Carolina. We also set deadiines for the filing of contentions and responses thereto.
We received in the mail today from the Carolina Environmental Study Group ("CESG") an untimely repsonse to our earlier order requesting comment.s on appropriate dates.
Comments were to be mailed by October 28, 1981; these comments were mailed on November 9,1981 -- two weeks late.
CESG's reason for being late is somewhat unclear, but the thrust l
of it seems to be that ongoing meetings between the Applicant and other petitioner groups about contentions somehow precluded CESG from making a timely response.
CESG was given an opportunity to comment so that the Board would knoa what dates are convenient from CESG's particular perspective.
Other petitioners can take care of their own interests, as at least the Palmetto Alliance did in this case, and in a timely fashion.

PDR Absent a clear showing of good cause, coupled with a timely request for an extension of time, the Board expects the participants in this case to meet deadlines.* The CESG filing is rejected as untimely and lacking in an adequate showing of good cause.
In any event, we find nothing in that filing to indicate that the dates set in our prior order should be changed.

This requirement need not be burdensome.
In some situations, where only a short extension is involved, it may be sought, following consultation with other counsel, by a telephone call to the Board Chairman.
