Letter dated 9/15/81 from W K Cadman, KG&E to Harold R Denton, NRC

Dear Mr. Denton:

KG&E indicated in the referenced letter that the Wolf Creek Generating Station, Unit No.1 owners were in the process of making an evaluation of the Wolf Creek construction schedule and rate of construction progress.

That evaluation has been completed with the result that construction completion and fuel load for Wolf Creek are now scheduled for December 1983.

Commercial operation is planned for May 1984.

KG&E requests that the NRC consider the following information regarding staff review schedules for Wolf Creek. As a result of NRC requests in the early 1970s for standardination of plants to facilitate licensing review, KG&E and KCPL committed to a standard nuclear plant design for Wolf Creek, and have worked toward that end for the last eight years.

Initially, there were six units and five utilities involved in the Standardized Nuclear Unit Power Plant Systems (SNUPPS) design effort; however, due to various reasons that are common to the nuclear industry, only two of these plants are now being constructed and being reviewed i

for an operating license. They are Union Electric's Callaway Unit 1, l

and KG&E/KCPL's Wolf Creek. The NRC's review of the lead unit, Callaway, has just recently resulted in an SER 'NUREG-0830) being prepared for l

that unit, with only 12 open items. KG&E is highly pleased to have been involved in the innovative steps lcading to that result, and it is also noted that aided by this standardization of the design, the NRC staff l

has made good progress on the revir le-ading to a scheduled SER by O /

'o Mr. Ilarold R Denton KMLNRC 81-135 November 13, 1981 Due to the advanced stage of review of the Wolf Creek application and the recently completed staff SER issuance for its sister standardized unit, we would appeal that the review scheduled for Woli Creek be held through at least the issuance of the SER for Wolf Creek.

If the presently scheduled staff safety review of Wolf Creek which is now nearing completion were not maintained, the NRC efficiency gained by applying the staff review of the first standardized unit to the second unit would be lost.

However, maintaining the safety review schedule through SER issuance would make the most efficient use of the efforts, to date, of both of our staffs.

Thank you for your cooperation. Your staff is certainly to be commended for the timely and thorough review efforts of our OL application to date, and for the reasons outlined above we urge that our near-term schedule be maintained.

Mr. Wilson Cadman, President of Kansas Gas and Electric Company will continue to provide quarterly update information on Wolf Creek completion to you as requested in your May 29, 1981 request.
