This is in reply to your letter dated October 7,1981, regarding NUREG-0737 Items II.F.1.1 and II.F.1.2, installation of high range noble gas ef fluent monitors and ef fluent monitoring of radioiodines during accident conditions. As stated in our December 30, 1980, submittal, we believe the SPING-4 system will fully meet the staff position as set forth in NUREG-0737, therefore no deviations to the stated NRC positions exist.
Since we plan to shut the Station down on January 1, 1982 for refueling and plant modifications, we request permission to defer installation of these effluent monitors until this outage. The procedures required for operation of this system will be implemented prior to station startup after this refueling outage.
Technical Specification changes will be developed in conjunction with the installation and testing of the equipment such that system operability will be established prior to start-up from this second refueling outage.
