7590-01 UdITED $TATES NUCLEAR REGULATORY C0fetISSION DOCKET NOS. 50-295 AND 50-304 COPt10NWEALTH EDISON COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSES The U. S. Nuclea'r Fagulatory Comission (the Comission) has issued Amendment No. 71 to Facility Operating License No. DPR-39,:and Amendment No. 65 to Facility Operating License No. DPR-48 issued to the Commonwealth Edison Company (the licensee), which revised Technical Specifications for operation of Zion Station, Units 1 and 2 (ths facilities) locatec in Zion, Illinois. The amendments are effective as of the date of issuance.

The amendments revise the Technical Specifications to add requirements to maintain the water level 22 feet above the reactor vessel flange and 23 feet above the top of the spent fuel assemblies in the spent fuel pool during movement of fuel in those areas.

T' The application for amendments complies with the standards ard requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Ccamission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments. Prior public notice of these amendments was not required since the amendments do not involve a significant hazards consideration.

7590-01 The Commission has determined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an envircnmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of these amendments.

For further details with respect to this action, see (1) the application for amendments dated June 23,1981,(2) Amendment Nos. 71 and 65 to License Nos. DPR-39 and DPR-48, and (3) the Commission's related Safety Evaluation.
