This confirms our telephone authoriz. tion given today, November 3,1981 for an amendment to the operating license and technical specifications-for the University of Lowell research reactor, as requested by your letter dated October'20,1981 and supplemented by letter telecopied November 2,

'1981. Paragraph 2.B.(3) of Facility Operating License No. R-125 is amended on this date, November 3,1981 to read as follows:

" Pursuant to the Act and 10 CFR 30 and 70, to possess, but not separate,~ such by-product and special nuclear.

Sections 3.6.4 and 5.4.2 of your Appendix A Technical Specificatfons are l

" Explosive materials, in any quantity, shall not be allowed in the reactor pool or experi-mental facilities without special authorization r

from the USNRC."

4.5.2 "The radioactivity of the pool water shall be analyzed weekly (at-intervals not to bxceed 10 days). The pool water'shall be analyzed for gross activity and for'CobaltJ60. Analysis shall be capable of det'ecting levels of 1x10~7 microcuries per milliliter.

If a sample' analysis reveals a significant increase of activity in the water With respect to pre-vious samples or a contamination level greater than 1x10-6 microcuries of Cobalt-60 per milli-l-

liter of water, prompt, action shall be taken to

If the gr'oss activity of the sample is less than 1x10~7 microcuries per milliliter, specific analysis for Cobalt-60 need not be performed.

If remedial action is required by this sec' tion, notification will be made to the USNRC within 10 da~ys as required by Section 6.6.b(1) of the;se Technical Specifications."

Section 3.6.9 is being added to your Appendix A Technical Specifications on this date, November 3,1981 and reads as follows:

3.6.9 "The Reactor shall not be operated whenever the reactor core is in the'same end of the reactor pool as any portion of the Cobalt-60 Source."

Copies.of this ifcense amendment, your amended Technical Specifications, our evaluation, and the Federal Register Notice for these amendments will be sent to you when completed.
