ORDER November 9, 1981 On September 24, 1981, the Licensing Board rendered a partial initial decision in this proceeding on the Commonwealth Edison Company's application for amendments to the operating licenses for Units 2 and 3 of its Dresden nuclear facility.

LBP-81-37, 14 NRC The sought amendments would permit the installation of new high-density storage racks in the spent fuel pools of those units which, in turn, would significantly increase the' storage capacity of the pools.

The partial initial decision sanctioned the installation of five high-derisity. storage racks at Unit 3; the question whether to authorize the instal-lation of additional such racks at the two units will be determined by the Board below in its final initial decision.

In the circumstances, it appears appropriate.to de-fer review sua sponte of that decision pending the rendition by the Licensing Board of its final initial decision.

In the meantime, the partial initial decision shall not be treated as having achieved administrative finality.
