Dear Mr. Croce:

We have reviewed your Ictter dated September 20, 1981 regarding Pressurized Then.ial $ hock te Reactor Pressure Vessels. Your letter indicated that you could respond in a partial or ;1reliminary sense, to the information requested in accordance with the requested schedules, flowever, within a short time following such response you would respond more fully and ycu would prefer the latter approach. You have indicated a schedule oft availability of Informaticn. ranging from October 1, 1931 through April 1, 1982 related to

. reactor vess?1 material properties as detemined from fabrication records and changes in vessel material properties resulting from irradiation effects.

You further state your intention to perfom transient and accident analysis to determine appropriate events for use in vessel integrity evaluations.

You then propose to perform vessel integrity studies using conventional fracture mechanics techniques to demonstrate vessel integrity. We have discussed this with your staff who have indicated that your responses according to your proposed schedule would be in greater detail and more cor.oleta than what we would expect. Therefore, we will accept what you can provide on your proposed schedule and will consider the information in our program.

The safety question related to pressurized thornal shock is being carefully analyzed by the NRC staff. This request is oriented to developing a resolution of this issue by next sumer (19P2). The information which we requested in our August 21, 1981 letter to be submitted within 60 days and 130 days is an important part of the total effort.

If we do not receive all the information WhlCh we requested, We may have less opportunity to avoid the necessity of specifying conservatisms where more definitive and timely information is not available.

Sincerely, Oficinal signed by.
